Since DBE program began in 2005, DBE1 has been assisting 1,075 elementary schools and madrasah in seven provinces in Indonesia (Aceh, North Sumatra, West Java, Banten, Central Java, East Java, and South Sulawesi) to develop and implement management and governance program at school and district level. DBE1 activities include capacity building for school principals and committee members, development of school plan, and implementation of School Database System (SDS). After DBE1 programs ends in 2010, DBE1 tries to disseminate these programs to more schools, sub-districts and districts.
Although East Nusa Tenggara Province (NTT) is not one of DBE1 partner provinces, this has not stopped NTT's education stakeholders to disseminate DBE1 programs in its region. The province's high interest was further shown by a letter from Bishopric of Ende District to request DBE1 support to disseminate DBE1 programs in Ende, Nagekeo and Ngada Districts.

As a response, DBE1 funded and conducted Training of Trainers (TOT) for school supervisors, principals, teachers and staff of schools' foundations to enhance their capacity so that they subsequently can assist schools to implement school based management program. The dissemination activities started with training for facilitators from 14 to 18 April 2010 in Bejawa City, Ngada District. The first phase of training was attended by 59 participants consisting of 18 persons from Ende District, 21 persons from Nagekeo District and 20 persons from Ngada District. The training was opened by Ende District Bishop and attended by Chairman of Ngada District Parliamentary and Ngada District Secretary.

The second phase of training was conducted from 26 to May 30, 2010; and was attended by 76 participants consisting of 20 persons from Ende District, 31 persons from Nagekeo District, and 25 persons from Ngada District. The training was attended by Head of Nagekeo District, Vice Chairman of Nagekeo District Parliamentary, Curriculum Section Head of Provincial Education Office, and representatives from USAID and Directorate of TK & SD, MONE.

Participants were very eager and enthusiastic and also gave positive feedback. Mr. Drs. Wara Edelbertus, school supervisor from Ende District stated that DBE1 training was very useful for him to do his job. He also felt having a moral obligation to share the acquired knowledge to other school principals, teachers and school committees to improve the quality of education in their area.
Head of Nagekeo District fully supported this dissemination activity by procuring 20 laptops for participants from Nagekeo District and he also expected that the DBE1 programs can be disseminated to other education stakeholders who did not attended the training.
