DBE1 Personnel Management System Implementation Resulted in Positive Move in Purworejo

Throughout January to March 2011 period, DBE1 assisted District of Purworejo in Personnel Management System. There were five stages included in this process: (i) introduction of program in general, (ii) workshop to process PadatiWeb and NUPTK data, (iii) training on data analysis, (iv) with DBE1 assistance, development of a report to the Head of District, and (v) presentation and reporting to the Head of District. Three staff in charge of data in PadatiWeb and NUPTK as well as ten personnel from the Education Office, District Personnel Board, and Bappeda took part. At the end of the process, representatives from the District Personnel Board, District Asset, Finance Management, and Revenue Office (Dinas Pendapatan Pengelolaan Keuangan dan Aset Daerah), Indonesian Teachers Association (Persatuan Guru Indonesia), Education Council, District Inspectorate, Provincial Education Office, USAID, and the World Bank joined the presentation workshop.

Encouraged by the skills and knowledge obtained from the above-mentioned activities, Education and Culture Office of Purworejo decided to implement the System on its own as reported by KRJogja.com below.

To fulfill teachers teaching hour requirement, redistribution of 116 teachers took place in Purworejo

To ensure that teachers spend their teaching hours evenly in schools, teaching areas for a total of 116 SMP and SMA teachers in Purworejo District were redistributed. This was carried out in line with Government Regulation to have teachers to teach at least 24 hours per week.

This decision was carried out after Office of Education and Culture of Purworejo District mapped District’s condition related to teachers’ surplus and deficit in different schools. The redistribution was focused on PNS teachers who have or have not been certified. "For teachers who have been certified and, if their teaching hours are less than 24 hours per week, their allowance will be cancelled," stated Drs. Bambang Aryawan MM, Head of Education and Culture Office Purworejo to KRjogja.com on Wednesday, September 28, 2011.

Prior to the redistribution effort, most stakeholders in the District were under the perception that there was insufficient number of teachers for several SMP and SMA in the area. As the first step to overcome this situation, The Education and Culture Office carried out the mapping activity. At the beginning, the mapping was conducted for 2,038 teachers of SMP/MTs, PNS and Non PNs, 715 teachers of SMA/MA and 895 instructors for SMK. As a result, it was found that distribution of SMP and SMA teachers needs to be spread out because there are many schools that still have not fulfilled the minimum teaching hour requirement. Meanwhile, number of SMK teaching hours and teachers were still adequate.

The Education and Culture Office conducted a full-scale teachers redistribution in two different schools. The decision to redistribute was not based on teachers residency but needs of schools. "If teachers from Purworejo Municipality teach 20 hours per week, while there is a school in Bruno sub-district that still has not fulfilled the requirement by four hours, the teacher is still moved there, although the schools are located 40 kilometers apart. These teachers have agreed and will follow this new arrangement, " stated the Head of the Education and Culture Office.

In the near future, the Office of Education and Culture of Purworejo District is planning to conduct similar efforts for elementary education teachers. Currently, there are around 5,277 teachers in the area. Unlike teachers for junior-secondary and senior levels, redistribution of elementary education teachers can be based on their residence since they still function as class room teachers.
